Sambasiva Rao was a member of the 'Rajya Sabha' from 1982 to 1988, member of the 11th Lok Sabha from 1996-98, 12th Lok Sabha from 1998 to 99 and 14th Lok Sabha since 2004 on wards. He was Chairman of the committee for implementation of the 20 point programme in 1991 - 94. Sambasiva Rao has been Chairman of the Parliamentary Standing Committee on Water Resources since 2004. He was a member of several Parliamentary Standing Committees and consultative committees and 'Tirumala Tirupathi Devasthanam'. He was the Treasurer of the 'APCC' in 1985 and General Secretary in 1988.
Sambasiva Rao is involved in tobacco cultivation and trade and he is the Chairman of the 'Jayalakshmi Group of Companies' leading exporters of Tobacco and 'Jayalakshmi Spinning Mills Limited', Guntur. Sambasiva Rao is the recipient of President of India’s Merit Certificate for best performance in tobacco exports and he was 'Vice Chairman' of the Tobacco Board for two terms.
Sambasiva Rao is associated with 'Nagarjuna Educational Society' which managers a chain of reputed educational institutions including the RVR Engineering College, Law College, College of Education, and a degree college.
